Personal Licence

A personal licence authorises an individual to sell or supply alcohol or authorise the sale or supply of alcohol for consumption on or off the premises for which a premises licence is in force.

A personal licence is required only in respect of those premises where the sale of alcohol by retail is a licensable activity. Every sale of alcohol on such a premise must be made by or authorised by a personal licence holder. You must be 18 or over to apply for a personal licence.

A personal licence will act in the same way as a driving licence and allow the holder to work in licensed premises and sell alcohol. A licence will run indefinitely, unless it is surrendered by the licence holder, suspended, revoked or declared forfeit by a court. Application for a personal licence must be made to the licensing authority for the area in which you habitually reside. Once application has been made all changes to the personal licence must be made to that licensing authority.

Checklist of what you need to provide when applying for a personal licence:

  • Alcohol licensing qualification certificate - This will prove that you have an accredited licensing qualification, please find full list of qualifications we can accept here.
  • Basic Disclosure - this is a criminal conviction search carried out the Disclosure and Barring Service (DBS). Apply online for a basic disclosure (GOV.UK) or call 0300 020 0190. The disclosure search must be no older than one month from its issue date when you apply. We can only accept basic disclosures completed through Disclosure and Barring Service, we no longer accept checks completed by Disclosure Scotland.
  • Two passport size photographs - one of the photographs must be endorsed as a true likeliness of the applicant by a solicitor or notary, a person of standing in the community or an individual with a professional qualification.
  • Disclosure of convictions and declaration formPlease complete the declaration form. This must be completed for all applicants, any relevant convictions or foreign offences, as detailed in Schedule 4 and Section 113 of the Licensing Act 2003, must be declared on this form.   • Application for a personal licence - please complete the form in full and ensure all the items on the checklist are present before submitting your application.
  • Proof that you have a right to work in the United Kingdom - Please see right to work checklist here.
  • Fee - the application fee is £37.00, this can be paid over the phone by a debit or credit card once we have received your application.

Your original documents will be sent back to you once your licence has been issued.
